Important non-security related changes

TYPO3 v9.5.8 LTS contains some note-worthy changes that site administrators and extension authors should be aware of:

1. The MetaTag API does not create multiple cache entries for a single page anymore, as this is now handled via the regular page cache entries

No database upgrades are required for this maintenance release.
