What is the idea about?
In most teams the contribution works best, during sprints. But sometimes it is hard to organize a sprint and also it is hard to find a sprint for a complete time. So I suggest, to have regular open sprints (~25 persons, every second month). We should cover changing locations, that people can attend easy from many regions.

Team can collaborate easier. New people can attracted for contribution.

These questions are open: Who will organize the sprints and coordinate the teams that participate in these common sprints? What does the requested budget cover? Only travel and hotel costs or also work costs for organization?
